That seller charges postage at what it costs them to send it, maybe rounded up to the nearest Dollar or so. I've shopped with them once or twice, as have many people I know.
Anything I've ever purchased from an Australian supplier, I've only ever been charged ~$1.50, (2.50 tops) added to the postage fee. It's the American sellers I have continually had issues with. I've had one item (granted, a casio MT200 mid-sized keyboard) turn up, and I had been marked up $18 US dollars on the postage cost. Their assertion was, as it often is, "We don't usually ship to Australia". Which I find completely hilarious. Maybe the US postal service is more fucked up than I can imagine, but, in Australia, it's just a little form to fill out, takes about 2 minutes if you're familiar with it, tick the box and sign "This Shit Will Not Explode" clause, and you're on your way.

Do you have an auction number or seller user id? Searching
eBay for "74C922" doesn't yield anything.
By the way, they are $7.25 at Futurlec, so you shouldn't have
to pay $18 anyway.
