Sure, it makes sense to have a single ZO. With just one you can achieve traditional lin FM OR more extreme thru zero FM. You can use another VCO or an oscillating filter as the modulator. With two or more ZOs, you could do cross modulated thru zero FM, or start replicating DX-7ish parallel and serial patch algorithms.
