I've tried doing this with the VC Clock and DTG (I have one with rise/both/fall switch) but in all cases, it seems like I'm modulating the frequency, and not the duty-cycle, or if I am modulating the duty cycle, I'm also modulating the frequency.

cousins, setting the VC switch to RISE or FALL will modulate the duty
cycle of the GATE pulse wave. OUT 2 of the VCM bottom section delivers
pulse waves that can be modulated by VC or the knob. And the SSG CUPL
output compares SMOOTH & STEPPED outputs; you could do something screwy
with that.
