It's a custom Roland IC, IR3R01. To be sure if this chip is really fried, you'll have to measure the voltage in its output pin, and check if it's acting as expected (0 to +10v, according to the envelope shape). If it´s OK, you´ll have to follow the signal path until find out what´s wrong. I think it´s only possible with schems at hand... you know, Jupiters are complex machines.
