I don't think anything has changed significantly in El Capitan for ICC profiles.
The idea with ICC profiles is that they mostly go into -- /Library/ColorSync/Profiles --
plus any subfolders from there. You'll find a link to the QTR folder in here
so that the ones in QTR show up. The system provides a program to go through
all the appropriate places that ICCs will be found. Print-Tool uses it and I'm pretty
sure Photoshop uses it so things should work the same. The big exception is
grayscale ICCs which PS6 and beyond just has chosen not to show. (PS6 does
see them and shows them in Convert to Profile). The ICCs will need at least
"read" permission for everyone. Finally if you put new ICCs into one of the folders
its likely that you'll need to re-start the program (PS or Print-Tool) to go back out and find it.

However, when I created some curves with QTR-Create-ICC-RGB, they weren’t showing up for me after I placed them in the directory. After a lot of mucking around, they finally showed up after I tweaked the permissions. Go figure…
I just use PrintTool now and sidestep the entire issue.
