I've been all over the documentation and 720ppi thing isnt mentioned anywhere, but Roy has addressed a few times it here, as well as other forums. But he said it; you gotta see what works for you.
Personally, I used to be very picky about downsampling to the 720ppi output resolution, but determined that unless I am printing a huge file at a much smaller size I don't usually bother anymore. I base my scanning resolution based on how big I want to print so I would scan a 120 film to print at 360 at 24x24, and then down sample a copy to 360ppi at 16x16, and use that file to print an 8x8 at 720, Now that I am doing a lot more with digital capture if I have a file that will print between 300ppi and 720ppi I leave it alone and just let the driver do the work. I don't print larger than the file will go on its own without up-sampling so that can of worms is never really an issue...
