Bryan,

The best way to check this is to turn the deviation to zero, the speed
fully clockwise and then manually move the mean pot full range.  you
should see the voltage swing from full negative to full positive. 
this test works for both the stepped and smooth sections and
demonstrates the available rage of each. Once the deviation is
increased anything else that occurs is random.  If you're not seeing
something that's bipolar enough due to the randomization at any given
time, then move the mean pot to offset the range of the fluctuations
that are occurring up or down so that they are.
