No.  It's like the big Milton when in Keyboard VC mode.  Ground brings
it to stage 1, 8 or so volts brings it to stage 8 and everything
inbetween sends it to any of the six stages between those two.  It'll
be scaled exactly like the big Milt, so you could sync the direction
control the two to one VC source is you wished.

See above for the VC direction operation.  The Obedient clock passes the input clock signal out, but only then the sequencer is running.  f you halt the M21c, the obedient clock signals stop as well even though a clock may still be coming in.  This way you can sync your envelope to the Milton intelligently.

No.  We had to make consessions, and this seemed like the logical way to go.  ne thing that interesting, why VC is available in the first place:  here are basically two types of ADSR circuits.  One requires 1 meg pots and is non-vc able, one uses 100K pots and is VC able.  The internals of the two circuis are completely different, but 90 out of 100 ADSR circuits use variations of these two.  In that I needed to order special pots for the ELFs that wer small enough under the faceplate to mount at a 90 degre angle without sitcking out the side of thenarrow faceplate, I didn't want to have ot order 1000 of the  megs just for the ADSRs.  So I used did a VC ADSR circuit derivative and was sitting when testing the prototype it hit me "hold the phone....we could add VC really easily by releasing a companion module" and that's how that happened.  WHen I laid that companion module faceplate out I realized there would be room for a Retrigger input, and it was a real win-win at that point.
