Here is something that will make TOCs for you if you have the tags already:

I have not used it yet, but found it two days ago when I was setting up to start a web project.
If you search at download.com, there are about a million free HTML editors, read through them, one might meet your needs.

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
