I use MSC or Mc Master carr for the PCB material. And Harbor freight for the drill bits.
IT might not be the "absolute cheapest" but its pretty dependable, reliable and yes cheap.

My first choices are abcfab (eBay) and drillbitcity.com.
SS prices are generally 2-3 cents per sq inch. Resharpened bits are about $1, but they sell them in variety packs.
