All files -must- have a description

All files -must- have a description or they may be deleted at any time.

If it is not a common file type such as jpg, gif, dxf, png, or pdf, please 
include what program will open it.

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
