Are there any cheap programs tha will convert Excellon format to G-
code?

my advise, you must know your G-code file extension that can be feed
to your cnc software(my software use .ngc)..after that you can find
the specific one on the internet..as i know, the excellon drill file
has .drl file extension..you can rename as .txt or .nc file extension,
after that you can convert .txt or .nc file to G code with .ngc file
extension

Why not on the list and share it with everyone? The point of having a
discussion forum is so that answers can be shared with anyone interested.

Unless you are going to suggest warez, then I don't want to know about it.

SheetCam <www.sheetcam.com> can do this. It also has an align function 
that allows you to align the drawing to match your pcb. Simply stick the 
board down, measure the positions of two pads, enter those values into 
SheetCam and it will rotate/move the drawing so the holes line up perfectly.
