Have any of you seen this kind of circuit layout?

You may need a flickr account but I ran across a different way of doing a layout on a copper clad board.  Has anyone seen this before?  Is there any software to assist in the layout?  Any info would be much appreciated.

It is (or has been) quite common, especially with ham radio stuff. It 
goes variously by the terms "dead bug", "manhattan" and "ugly" 
construction. Although the link is to a particularly good looking example.

'Ugly' construction. It's been used by radio amateurs and RF engineers for 
at least 30 years.
