Best way to make an odd multilayer PCB

I have an application that ideally has a lot of layers but no thru-
holes. The layers will be staggered to expose the layers and give 
access to contact pads. The alignment of layers is not super-critical.

Any suggestions how this kind of thing might be done?

Get the thin boards meant for multilayer and stick them together with  
epoxy after you are done making them the usual way.

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
