I think you will be hard pressed finding a hardware store selling cupric chloride!
However with a little time you can make the damn stuff.

Get some hydrochloric acid (30%~35% wt HCl sold in hardware shops) and say 500g of copper wire or
copper scrap, preferable with a lot of surface area. Lay the copper on the bottom of a plastic tray
and then pour in the acid so you have lots of wetted copper exposed to the atmosphere, you can
dilute it down to 50 or 25% of original strength so if doesn't fume so much. cover the tray with a
cloth to stop leaves, insect, et from blowing in. In about 2 or 3 days most of the copper will of
oxidized into green cupric chloride. At this point you can remove the excess copper or you can put
in more acid and leve it a nother day to oxidize the remaining copper. I found its best to have the
copper sticking out of the acid so it has some direclt exposure to the air. Let it evaporate
completely for a green crusty power. Now you have your cupric chloride.

Believe it or not, copper sulfate is sometimes made exactly the same way, except of course using
sulfuric acid.

What about the trisodium phosphate in there?

Well, you got me there.
I did a search for the hercules stick and the spec sheet says
Trisodium Phosphate one of the ingredients. I wonder how much it
costs.
I've never seen it in Australia. HCl and scrap copper are so
cheap and widely available, so if you cannot buy the patented
Hercules Flip Sticks then the copper oxidizing in the tray method
is probably worth a shot.

I think that is a chem sheet just for cupric chloride.

The sell sheet for the flip stick itself says it also has trisodium
phosphate. Look on the 2nd page right, near the bottom.

http://www.herchem.com/PDF/FLIP-STI.PDF

Looking up trisodium phosphate on the web, it is used as a cleaner
before painting, among other things.

The MSDS only need show the hazardous ingredients. Trisodium
phosphate is not classed as a hazardous material. Its used to be
used a lot in washing powders, but since the phosphates can cause
algae problems in water streams and rivers they try minimize its use.

As is ferric chloride when it's been used to etch copper.

Were you poisoned by Copper Chloride?
How did it get it into your system? Via inhalation,
through the skin, or did you ingest it?
