Try look for suppliers of electrical insulators. I've seen it at at 
least two places who deal in the electrical insulator business.

McMaster-Carr carries lots of different kinds and sizes of insulating 
board, including fiberglass epoxy (GP03 and FRP).
Whether their prices are reasonable is a matter of opinion.
I.E. 12" by 12" by 1/16" GP03 runs about $3.54 each, plus shipping.

You can find unclad pcb material on Ebay.Look up copper clad pcb  material.I have some unclad listed at around .02 cents per sq.in. and  that includes shipping.

abcfab on eBay currently has some unclad Polyimide, two 8 x 10 sheets,
1/8" thick, fo $6.00 plus $4.50 shipping.  He combines shipping if you
buy another item.  The url is
