Far Circuits in the US does something like that, mainly for radio amateurs:

I think they can do that. I won the monthly Olimex competition on the
PICList some time ago, and Olimex gave me the order number if people wanted
to order the boards. I did make a couple of mistakes with the hole sizes for
connectors, so the boards won't be much use. Olimex drill holes should have
a plating allowance added and I forgot about it in a couple of cases. Most
other manufacturers use finished hole sizes - much more sensible. I'd
already made my own PCB, so it didn't matter to me.
