To tell the truth I haven't measured it. If you look closely at bright mild steel the slight roughness tends to be pits in the surface rather than bumps. Skate bearings give a fairly large contact area so they ride over the pits. Quickly running over the surface with a sharpening stone (I use a diamond hone) will take off any high spots and dings from handling.
