I don't think he's doing toner transfer, I think he's trying to make a BW photomask. I have never been impressed with HP's inkjet printers. I have heard people say they print on two transparencies and stack them to get a darker black for photoetch masks. I've also heard of people using fairly transparent parchment paper instead of transparencies, print mirror image and place image side down on the sensitized copper board.
