I'd think a laser powerful enough to melt copper (might need black anti-reflection coating), would cause charring of the substrate. If it was powerful enough for a clean cut thru the copper, then once it does, it will zip thru the fibre-glass before you know it, making for a rather dandy jigsaw puzzle making kit. I could be wrong tho. Maybe you could use the laser to burn off the etch resist coating around the tracks and pads, then just etch in acid.
