I am very sure it can be done.

TurboCNC is a DOS program written in in, I think, Pascal.

For $30.00 you get the source code.

It should not be hard to port the half dozen functions needed for PCB 
work.

X/Y location.
drill.
possibly feed rates if you want to etch.
possibly feed rates if you want to mill oversized holes.
