Steve If there is some kind of two part epoxy that has a 'thin' (like ink) liquid part and a water soluble solid fixer (Or vice versa). Dip the board in a solution of the fixer, then bake it to dry it and inkjet the actual epoxy onto the hardener. Once the epoxy is cured, you wash off the rest of the fixer. Etch the board and then try and figure out how to get the epoxy off with out taking the remaining copper with it :-) If you find an epoxy that only binds so-so with copper, you might be able to just peel it off.
