Problems with Ever-Muse PCB's vs CuCl2

Greetings
I had been using Fotoboard, but picked up 4 pieces of this EverMuse 
Presensitized 150X250mm 1oz 1/16 Double Sided~ on the cheap.

I've tried two pieces now, and both have left me a bit boggled. They 
expose, and develope fine. But in CuCl2 etchant, even after 24hours 
in KNOWN GOOD etchant (15% 120DegF / Bubble (30% hcl 1:1 with 
Deionzized water and a 1/2tsp 30% h202, Currently a lovely lime 
green color)~ Is still not fully etched. A thin dull pink film of 
copper is left, and is still very conductive. The second one, I 
tried for a couple of hours, then whipped up a small new batch of 
roughly 20% HCL wth 1/4tsp 30% h202, Turned green in just a little 
under 5 min with the board, but still no further etching than the 
first board.

I've tried putting the first board (rinsed) back in the developer 
for an extended time, then (rinsed)and back in the etch- it just 
etched away my traces, but still leaves this superthin pink layer. 
I dont believe it's under exposed, or it would not have etched the 
top portion of copper, and at anypoint there is surly no photo 
resist surviving on the pcb after 1/2 hour in a  fresh batch 10:1 MG 
Chems developer. I'usually mix it much thinner, more on 16:1 and 
this works fine with Fotoboard,  But I was on a quest to see the 
fiberglass after 24hrs. 

Anybody else having this type of problem with these (cheap-er) pcb's?
Tomorrow I will get some Fe and see If I cant make some insulators.
