Did you remember the 4.99K (5K) resistor pull up on the NPIS? In one drawing I labeled it 27K (since corrected). No, I don't know how to check the laser. You could test your mcu board by detaching it from the printer and using an external switch to replace the printer switch. Put a voltmeter on one of the mcu "sensor" pins and check the timing. Then do it again on the other sensor pins. If you can't get it working I could send you a programmed mcu board, but I'd have to make one since I am out of them.
