You can try laser toner transfer.  I have not done anything as fine as TQFP but you can see my double sided board project last summer using toner transfer and HCl/H2O2 etch at http://wb8nbs.wordpress.com/.  I have a 12 year old Lexmark 4039 10+ laser printer.  The traces came out clean enough that I think TQFP is possible.
