In Eagle you have to place your components yourself. Once you have done that then you can run the auto router.
Order of performance:
Design your circuit.
Run design rule check, correct all errors.
Then go to board view.
Place your components.
Setup the auto router.
Run the auto router.
Run design check.
Correct errors.
