If you mean a protoboard, those are not well suited to RF work due to the rather high capacitance between strips. And I think he wants something permanent that he can place inside a box that he will construct. I think what he's hoping for is someone who can, with the knowledge they already have, turn the schematics into real parts and a PCB.
