You need the copper to be super *oil free* - i.e. keep your grubby fingerprints off it! You normally don't need to make the copper shiny or remove the oxides (in a CuCl bath, the oxides etch faster than copper anyway). Shiny is actually bad if you're using transparencies, where mechanical grip on the copper is key to keeping the toner there.
