I built a wooden dremel stand that almost never snaps bits (I've snapped
far more by dropping them, than by drilling):

If you drill a LOT of pcbs, a CNC machine might be a good addition:

The CNC uses a 56,000 RPM air grinder with an inline oiler (Grizzly
H8212, $25) which has less runout than a dremel, but you really need to
mount it to something to use it for drilling.  You could mount that to a
wooden cantilever like my dremel stand, too.
