gEDA's PCB has an option to import an image as your background,
specificially for this purpose.

Note: the usual caveats about copyright etc apply, when considering
"copying" a board this way.

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
