Not sure how far back NETS go but I encountered them with Spice. Basically a net or netlist is an abstract representation of a circuit. It contains the electrical properties of the circuit, so a list of the components and how they are connected, but has no information about how they are physically laid out. In thaematical terms it contains the topology of the circuit. I first encountered it with various Spice programs, but not sure if it originated with Spice or if it predates it in some way.
