Homebrew PCBs

Just bought a GBC H220 and must say I am very disappointed, and plan on bringing it back.

I cannot get the toner to transfer to the pcb.
I am using the Pulsar toner paper and following the directions from their site.

I have tried as little as 5 passes and as much as 12, the toner will just not transfer, only a little bit has, but washes right off with water.

I don't get it, this is the laminator they recommend on their site.
I am using a HP Laserjet 2200D and have used the clothes iron process before with success, so I know it's not the toner,
I bought the H220 so I could get consistent results as sometimes using the iron method is a PIA.

Anybody else having problems with the H220?
I've tried both 3mil and 5mil settings.

If anybody has any insight please let me know
