Brad, as others pointed out the photo got discarded. With regard to the tool - e-bay is most likey your friend here. There are many offers for carbide drill bit's and other tools at reasonable prices. Don't know if that often on e-bay.com, but definately here in europe (e-bay.de). If all fails, Proxxon offers milling tools to mill pcb's. So, by visiting their page you should be able to locate a dealer near you (or online shop) that could deliver.
