Thanks for the help Malcolm.

The board was developed by someone else and I'm getting the ExpressPCB 
info from his web site. The board is two-sided.

I am able to print the bottom layer as you suggest and it is mirrored.
And then I can delete the bottom layer.

Moving the top layer to the bottom layer has not been successful as of
yet. Much of the top layer will move to the bottom layer, but every pad 
stays on top. Is there a property that is set or perhaps something else 
that prevents the  pads from moving to the bottom layer?
