The way to do this in eagle is to:

a) open your board in question.
b) Mark everything and click on the cissors (Eagle does not have a cut, 
but cut means copy as you surely know)
c) close the board, open a NEW board file
d) past the design into this new "pannel" board as many times as you wish
e) print this "pannel" board.
