I think you can get away with a cheaper laminator setup. The advantage of the film is you can photo-process it. I do not know how much use a screenprinting ink would be for hobby use, since typically only a few boards are made of each design. There also seems to be photo-process liquid resist but i do not know how they prevent it from filling the holes. You could drill after, but that is not an option for a commercial setup with PTH. I have had moderate results with using toner for soldermask, it may be sufficient for your requirements.
