Copper as the hydroxide is safer to skin and less corrosive than the copper in the etchant form. If one can safely use and store a hazardous substance like CuCl2 etchant then I'm sure they can do the same with copper hydroxide. Note that, ingesting a shot glass of either will likely kill you.
