I lined the bottom and sides of mine with crumpled aluminium foil*,  
but never bothered to check the result with paper as you did.  
Distance between the two tubes and the glass are somewhere in the  
region of a couple of inches.

The tubes were sold as spares for the ready-made UV boxes that Maplin  
used to sell, and the tube fittings, ballast and Terry clips to hold  
the tubes bought as aquarium lighting bits from an electrical store  
in Harrow (NW London) somewhere :-)

It was my intention to fit a cutoff timer to it, but a stopwatch is  
sufficient for the 4.5 minute exposure time.

To be honest, I tend to use toner transfer these days though as it's  
less fuss.

*Probably a Good Idea to connect the foil to earth via an eyelet and  
small screw through the foil.
