PCB is based on Gtk or Lesstif. There is a native Gtk for Windows (using MinGW, not Cygwin), which PCB uses for Windows support. The Lesstif GUI works under OS/X's OpenMotif. Either GUI works (your choice :) under *nix. Someone's working on porting it to the Amiga (again), too, using ReactOS.
