Homebrew PCBs

Which side of the paper usually has the best result? Is it the glossy side or is it the other side? I have attempted to transfer toner to my PCB about 10 times with 2 different types of paper. 

When I use the glossy side most times the toner peels up with the paper while it cuerls away from the PCB while soaking in the water. Once I got the toner to stay in the PCB but there was a thin layer of film remaining on the toner and covering the areas which should be etched away. 

When I use the other side of the paper, and let it soak for some time I can get most of the paper to remove from the PCB but while trying to remove the remaing paper from the PCB some of the toner lifts off as well.
