In my limitted experiences so far, I can't say the time between printing and transferring is important. However, I have found that touching the toner on the paper appears to cause problems (I have oily skin). I also suspect that humidity might have some effect on the transfer process, but have yet been able to verify this. I have found that the time from transfer to soaking in water is important for a fast release. I am currently using a heavy gloss paper. If I let the paper/pcb cool down after transfer, then soak it, it takes a very long time for the paper to release from the PCB. If, after transfer, I put everything in cool water right away, the paper releases very quickly by comparison.
