So are we to assume the developer obtained licensing for the original 
library or has the original library become public domain?

Here is a direct quote from the PowerFX website: "You get over 2000 sounds

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
