Yeh there would be two options; either photoshop the board scans to something that's good for exposing a pcb, or use the scans to make a proper schematic & board layout with some pcb design software and then have some shop like OshPark manufacture the boards. If ESQ1 cart is 64k (and it's cart slot is VFX compatible), I suppose that to use this cart you would need to ground address pins A13 & A14. Or perhaps add switches (toggle +5V / GND) to these pins to have 4*64k banks to select from.. But do take this with a grain of salt, I don't really know a thing about the ESQ1.
