Please look at the LED at the bus board that indicates the +5V. This LEDs has to be "on" with the same brightness as the +/12V LEDs. If the +5V LED is off or brighter than the +/-12V LEDs the A-100AD5 is faulty (if it's brighter there are more than +5V, if it's off there is no voltage). To be 100% sure the +5V should be measured. I cannot imagine that both A-100AD5 are defective (but who knows ...)
