Seems there a graphic card for built specially for Photoshop CS4.

This one is from Nvidia, maybe there are others.

I would think any OpenGL enabled card would work fine for photos. 
Video/3d modeling might put different demands on the card, but who
really needs 1.5GB of RAM on their graphics cards to edit pictures?

I'm running a nVidia 8800 GT 512K with no problem in CS4.
