Noise removal and resizing

I have two questions for the group:
 
1.  If you are resizing an image to make it larger, should the resizing be done before the conversion to B & W or after?
 
2.  Should noise removal, if necessary, be done before or after resizing and before or after conversion to B & W.

My two cents:

In my workflow I maintain a "Master" file which includes all layers, 
local and global changes, but NOT sizing, sharpening, noise removal or 
flattening. The image file maintains its "native" resolution depending 
on whether it is a scan or original digital image. I always scan at the 
highest resolution of my scanner.

When I am ready to print, if I have sufficient resolution to resize and 
still have a print resolution of at least 275 - 280 dpi, I resize 
without interpolation. If I am printing larger, I interpolate with 
bicubic smoother interpolation when increasing the size.

Then I remove noise, sharpen, flatten and SAVE AS using a different 
file name. 

Just my way of working, but may be helpful.

As far as I can remember, I've always done noise removal as the first
image adjustment, just after image capture. And image upsizing, if
needed, is next to last just before final sharpening.
