Is there a way to save usm as a layer, so that you can save different 
degrees of sharpening depending on your print size?

You can save each degree of sharpening (per print size) as a separate 
action and then just run it when needed. Name each action according to 
size for example.

For me, sharpening is usually the last step before printing.  In 
Photoshop, I will usually create a new top layer (Ctrl-Alt-Shift-N), 
then stamp that layer with a composite of all underlying layers (Ctrl-
Alt-Shift-E).  I will add sharpening to this layer (usually a little 
stronger than desired), then use the opacity slider to tone down the 
sharpening to the desired final amount.  If I leave this in PSD or 
layered TIF mode, I can adjust it for any desired printing mode.  All 
underneath layers are left untouched, so I can always delete the 
sharpening layer without damaging the original.

There is a way of unsharp masking using layers courtesy of Russell Brown,
basically create a duplicate of the background layer, apply unsharp mask
(over do it somewhat), duplicate this layer. We now have two unsharp mask
layers. Using the blending modes, change the topmost layer to a blending of
lighten, and the other unsharp mask layer to darken. Now using the opacity
slider adjust the layers opacity until you get the correct amount of
sharpening (you will probably have a lower value on the lighten layer). If
necessary you can apply a layer mask and then paint using the paintbrush in
the mask to further refine the areas that you wish to be sharpened. As a
matter of interest this method can apply to most filters (eg blur).
