Correct, they are in fact overfilled and when declared empty 
you can be sure that you got the 130 ml.
That wasn't so in the past with other manufacturers.
The Twin packs = 260 ml are at 0.30 Eurocents (0.40 
Dollarcent) a ml without VAT.
