I had this kind of "oily" look on EEM with a 1800 in col mode. From the 
various information I could gather including Tech Support this is due 
to excessive ink being delivered by the head. This can only be fixed by 
setting in the driver another media type, spraying less ink or a 
linearization including ink limit setting. Not feasible on a 1800 but 
on a 2400 (if this is the reason), Colorbase might also help.
