You say good, cheap mats...

Good mats are archival, buffered, ph neutral, etc...

Cheap mats are none of the above. 

So your first decision is whether you are comfortable with using nonarchival 
grade mats on your work. Once you've made that determination, you can starting 
looking at prices for the grade of mat you selected.
